One Piece physics are ...interesting.

Generation of heat... [How best to explain. [And with a quick shake, a bubble forms at the end of the staff section, before wafting up toward the ceiling. Nami reaches up with a fingernail and pops it, sending a rush of frigid air across the table, just strong enough to ruffle Minato's bangs.]

Heat works the same way. A large introduction of hot or cold air in an area, combine it with wind or moisture, and you can get a lot of effects if you know how pressure systems work.
